Hally O.D. Haynes

Caribbean Confederation of Credit Unions (CCCU)

Mr. Hally Haynes was appointed to the World Council Board in February 2025. He has been an active member of the credit union movement of Barbados for over 37 years. In 2011, he was elected to the Board of Directors of the Caribbean Confederation of Credit Unions (CCCU), where he has performed several duties, including Secretary, Treasurer, Vice President and President. In 2023 he was re-elected as the President of the CCCU and is currently serving in that capacity.

Hally has also held various positions in the Barbados Protective Services Co-operative Credit Union Limited. At the national level, he served as President of the Barbados Co-operative and Credit Union League Limited (BCCULL) from 2011-2014 and 2018-2022. He is currently the 1st Vice President of the BCCULL.

Hally plays a pivotal role in education outreach and is a proud CaribDE and USA Credit Union Development Educator (CUDE). In July 2017, he was awarded the International Credit Union Development Educator (ICUDE) designation by World Council of Credit Unions. He has written several papers on the credit union movement in Barbados and is currently working on a book entitled “The History of the Credit Union Movement in Barbados from 1947 to 2023”.

As a civil servant of the Government of Barbados, Hally is gainfully employed as the Director of the Barbados YouthADVANCE Corps. Under his leadership, this institution has flourished and has become known as the premiere youth development program in Barbados, where youth are supported in taking a lead role in shaping their futures. Mr. Haynes was also recognized by the Heads of Government of CARICOM for his service as a Commissioner on the CARICOM Commission on Youth Development from 2008-2010.

His passion for the credit union movement is evident in all his endeavors, making him a cherished elder among his credit union peers. His legacy of service goes beyond reflecting a devoted record in the movement to serving as a beacon for future generations of credit union leaders.
